ETS Deadline Postponed in UK

According to the British Business and General Aviation Assn., the U.K. is delaying the Aug. 31 deadline for submission of emissions and benchmarking plans by foreign aircraft operators intending to comply with provisions of the EU's Emissions Trading Scheme (ETS). The reason for the postponement, the BBGAA said Tuesday, is the European Commission's delay in the publishing a "definitive" list of affected operators.
Under existing rules, any foreign aircraft operator planning to fly into the EU must first submit plans outlined in the ETS. According to a procedural schedule, EU states were to receive lists of foreign operators who had visited their countries over the past three years, advise them of the rules and request a contact person. Evidently it is that list the UK finds wanting. The UK's program encompasses more N-registered operators than any other EU member state.
It now seems the UK deadline could be pushed back to November or later.
Meanwhile, the National Business Aviation Assn. says it is unaware of any other EU countries planning a similar postponement of the Aug. 31 deadline.
