Britain's Larger Airports Must Carry License
Britain said all airports with 5 million passengers or more will now require a license and must deliver an annual environmental report, although 42 smaller airports will be deregulated.
The government proposals come as part of a proposed shake-up of the Civil Aviation Authority, which has been criticised in recent years by both airlines and airport operator BAA.
The government statement said the regulator should now focus more on the passenger than the airlines.
